Purpose
Under the guidance of the Deputy Representative/Senior Social Policy Specialist, you will be responsible for the planning, implementation, monitoring and evaluation of the child protection programme to ensure overall efficiency and effectiveness of programme management, delivery, and accomplishment of programme goals and objectives.
Qualification
Advanced university degree in social
sciences – with specialisation in social work, child protection, child law, child rights or related technical fields – and in programme development, monitoring and evaluation, especially in child protection.* Eight years of progressively responsible professional work experience at the national and international levels in child protection.Fluency in English and a second UN language. Knowledge of the local language of Bahasa Malaysia an asset.
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
- Enhance effective sectoral and inter-sectoral planning, development and management of the child protection programme within the framework of the 2011-2015 CPAP. Develop and implement strategies, focusing on advocacy for reform of the child protection system, including juvenile justice and social welfare services, and upgrading of service provision to protect children, in line with programme objectives and strategies.
- Analyse and apply legal and policy provisions in the systems approach to child protection for policy advocacy with government and partners and promote the quality of a rights-based approach to child protection policies and programmes and results-based management.
- Lead knowledge management and generation, including studies and surveys to feed into country programme evidenced based policy making and child protection advocacy and communications with partners and the general public.
- Prepare policy briefs, analysis and recommendations for Government and key partners and inter-ministerial bodies on child protection and conduct periodic programme reviews with Government counterparts and other partners.
