WHP is seeking an experienced Monitoring and Evaluation Specialist for its rural health and family planning social
franchising programs in India, funded by two large private foundations. Programs involve establishing a network of private sector providers to improve rural health and family planning service delivery in the states of Uttar Pradesh and Bihar, with a focus on scalability and sustainability. The programs will focus on achieving the following objectives: • Demonstrate large-scale model for engaging private providers to effectively and sustainably deliver family planning services; improve disease management of TB and other infectious diseases. • Expand access and availability of services for family planning and infectious disease detection and treatment.
The Monitoring and Evaluation (M&E) Specialist is responsible for leading the development and implementation of a plan to monitor progress, evaluate effectiveness, and disseminate results of all UP and Bihar program activities and innovations. The Director of M&E will work with a small M&E team to identify M&E needs, designing and maintaining data collection systems and for ensuring that all necessary information, from both routine reporting as well as from ad hoc data collection efforts and special studies, is collected, analyzed and used in guiding internal project planning and informing donors about project activities and accomplishments. The Monitoring and Evaluation Specialist will also coordinate with the independent research organizations responsible for performing impact evaluation of this project.
• Support the development and implementation of appropriate plans to monitor progress, evaluate effectiveness, and disseminate achievements. • Maintain data collection systems, ensuring that all necessary information from routine reporting are collected, analyzed and used in guiding internal project planning and in informing external partners about project activities and accomplishments. • Conduct appropriate analyses, including the use of complimentary data sets and secondary analysis. • Devise TOR for initiation of base line studies and routine and periodic monitoring of outputs and outcome • Document and disseminate activities and accomplishments of different interventions in the form of reports, publications, and oral presentations. • Provide ongoing mentoring and oversight of the M&E staff Support M&E capacity building for staff • Develop and institutionalize appropriate systems and tools for data quality assurance. • Liaise with independent research partners and donors.
  1. Advanced graduate degree in health sciences and/or public health, statistics or monitoring and evaluation with relevant and extensive experience in leading and managing routine monitoring and evaluation efforts.
  2. Extensive practical field experience across a broad range of programmatic areas in Family Planning, Maternal and Child Health and Infectious diseases highly desired.
  3. High level of skill in different techniques for data collection and analysis, including evaluation research, experimental and quasi-experimental design and methods for measuring project and organizational performance against identified goals. Demonstrated ability to triangulate data from different sources to describe the achievements of different interventions.
  4. Proven programmatic, technical, and managerial skills to lead and collaborate effectively with internal and external colleagues and donors.
  5. Excellent interpersonal skills and demonstrated ability to interact professionally and build capacity among colleagues from culturally diverse backgrounds and in different settings.
  6. Excellent oral and written communication skills.
  7. Ability to undertake extensive travel throughout project areas in rural India at least 40% of the time.
