OBJECTIVES OF THE PROGRAMME : The main objective of the Global Leprosy Programme is to ensure that the disease burden continues to decline in all endemic countries. A target has been set at the global level to monitor progress which is to reduce the rate of new cases occurring with grade-2 disabilities per million population by 35% by the end of 2015 compared to the baseline at the end of 2010. This interim target is expected to lead to achieving the long term goal of reducing the rate of occurrence of new cases with grade-2 disabilities to a level below one case per million population at the global level in 2020.
Description of duties: Under the overall supervision of RD/SEARO, as Team Leader of Global Leprosy Programme (GLP), the incumbent has the following responsibilities: 1. To lead and manage the Global Leprosy Programme as related to technical, administrative and financial, including fundraising aspects, by guiding and motivating team members and staff working across WHO HQ, Regional and Country Offices; 2. To provide expertise and authoritative advice to Members States, local and national NGOs and external partners on WHO strategies and priorities; to nurture and expand WHO leadership in the field of leprosy towards the elimination of the disease; 3. To provide expertise and authoritative technical leadership to draw partner institutions into close collaboration; to elaborate new and innovative proposals to meet the challenges of leprosy, in particular to ensure that patients are able to access leprosy services in low endemic areas and to integrate leprosy strategies into health care systems to bolster and sustain leprosy services; 4. To galvanize WHO position to successfully influence national and international efforts towards leprosy control, including actions to encompass the simultaneous strengthening of health systems; 5. To foster a comprehensive policy to ensure the recognition and added-value of the decentralized Global Leprosy Programme within WHO, as a model to outside partners and Members States; 6. To encourage collaboration and coordinate efforts with national and international NGOs, donor agencies and other partners to raise funds for the Global Leprosy Programme and facilitate the implementation of agreed strategies at global, regional and country levels; 7. To identify the needs for, oversee the organization of, and actively participate in technical meetings, workshops and seminars to ensure the dissemination of information, research findings, to maintain expertise in leprosy at country level and encourage achievements and developments of new trends towards the treatment of leprosy; 8. In collaboration with TDR, through appropriate managerial and technical networks at regional and global levels, to decide on and establish priority setting for leprosy research, ensuring follow-up on the recommendations of TDR Scientific Working Group on Leprosy, and to report on achievements to the relevant organizational segments including Technical Advisory Group on the leprosy situation, and progress made in reducing the burden of the disease in endemic countries. 9. To perform other related duties as required.
REQUIRED QUALIFICATIONS
Education: Essential: Medical degree with specialization or post-graduate training in leprosy, completed by postgraduate qualifications in public health and epidemiology. Competencies: 1. Communicating in a credible and effective way 2. Ensuring the effective use of resources 3. Creating an empowering and motivating environment 4. Building and promoting partnerships across the organization and beyond 5. Promoting WHO's position in health leadership
Skills:  Technical expertise in public health, epidemiology and disease control with emphasis on leprosy. Proven leadership capacity, with the ability to direct comprehensive policy development, strategic planning and to initiate, manage and evaluate activities and stimulate interest and funding for the programme. Excellent communication skills with proven ability to develop and maintain good working relations in a multicultural and multi-sectoral environment. Negotiation skills in interacting and maintaining partnerships with the endemic countries' authorities and with the international partners, international and local NGOs involved in the Global Leprosy Programme.
Experience: At least 10 years of experience at national as well as international levels in leprosy control and research including strong experience in the field of public health programmes.
Languages: Excellent knowledge of English or French, with a good working knowledge of the other language.
Annual salary: (Net of tax) US$ 95,270 at single rate US$ 1,03,070 with primary dependants	Post Adjustment: 39 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
