GENERAL DESCRIPTION: Under general direction, formulates and defines complex systems scope and objectives based on both user needs and a good understanding of business systems and industry requirements. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation of proper system requirement specifications. Provides technical assistance in identifying, evaluating and developing systems and procedures which are cost effective and meet user requirements. Designs details of automated systems. May provide consultation to users in the area of automated systems. May provide guidance and advice to less experienced business systems analysts.

Scientific Process: Applies the Scientific Process steps to question, research, hypothesize, test, formulate results, draw conclusions and implement a solution; understands appropriate tools, technologies and statistical/optimization models and techniques. Systems Analysis: Determines how a system should work and how changes in conditions, operations, and the environment will affect outcomes, knowledge of products and system architecture .
